test: the typing budget is per engine, and the 90th percentile

One absolute number for three engines could not hold: they are three times apart on
this document (laptop median 19 ms in Gecko, 40 in Blink, 55 in WebKit) and a CI runner
is about twice a laptop, so WebKit failed at 116 ms against 100. Each engine now holds
double what CI measures, on the 90th percentile — the first stroke of a burst warms
caches and a shared runner stalls once in a while, which no typist feels.
