refactor(settings): drop the no-op content-column scrollbar gutter

The authenticated shell's <main> scroll container already reserves the
scrollbar gutter; the settings content column is not a scroll container, so a
gutter rule on it has no effect. Remove it (and its misleading comment) rather
than imply a fix that does nothing.
