test(a11y): give the mocked backups list its off-host deletion and lifecycle fields

The off-host card reads pendingDeletions and lifecycle, which the route
always sends. The mock predated them, so the card threw and the page never
painted its rows. The mock now carries a refused deletion and a bucket
without an expiry rule, so the scan reaches both new lines.
