fix(i18n): drop placeholder cta keys on the wave-A empty-state blocks
The four metric sub-pages without a manual-entry CTA (`hrv`, `restingHr`, `oxygenSaturation`, `activeEnergy`) shipped with `"cta": ""` placeholders that broke the locale-integrity sentinel. The template never renders those keys when `emptyStateCtaType` is null — drop the empty values so every remaining key carries non-empty text.
