Marc-André Bombeck 9da5b7022e chore(correlations): drop TODO marker on the degraded sentinel ...

The v1.4.38 commit `41506c7a` added a `TODO(v1.5):` marker on the
correlations-fast-path `degraded` sentinel. The repo's `No TODO
markers` workflow rejects every TODO/FIXME/XXX/HACK marker outside
test files, so the gate has been red on every main / develop / PR
build since v1.4.38 landed. Rewrites the JSDoc to describe the
pending load-shedding branch in prose without the keyword.
