What an account with tens of millions of readings looks like when it
runs into the per-statement limit (empty cards, job.run.failed with
57014), what the full backfill, the hourly heart-rate fold and the
admin alert now do about it, and when raising
DATABASE_STATEMENT_TIMEOUT_MS still makes sense. The variable was only
named in the compose file and the example env until now (#1298).
