Introduce a single TileHeader primitive (foreground icon + CardTitle,
matching the assessment-card header) and route the assessment card, the
target reference panel, and the stat strip through it so every Insights
tile leads with the same header language. The target panel now leads with
a single-word "Ziel"/"Target" heading and drops the redundant range
string (the band numbers already live on the range bar); the stat strip
labels each series via a header ("Systolisch"/"Diastolisch" for blood
pressure, the metric name for single-series metrics).
