An hourly and a daily pass flag a continuous source that delivered on most of the previous 14 days and has gone quiet, and open one operator incident per connection when a connection stays degraded or needs action for more than a day. The incident is announced once through the existing admin alert path, adopted rather than repeated when the sync ledger already paged, and closed with one recovery note. Scales, cuffs and workout logs are watched for errors only, never for silence.
