- 1 of 3 CRITICAL fixed inline (C3 on-surface comparison toggle).
  C1 + C2 deferred to v1.4.17 with documented rationale (root cause:
  /insights + dashboard preview need API surface changes that exceed
  reconcile scope).
- 9 HIGH fixed (a11y tap targets, i18n leak, security redaction,
  feedback rate-limit, fallback chain enabled flag, medication
  comparison caption); 11 deferred.
- 7 of 8 simplify-yes applied.
- v15-backlog.md seeded with deferred items + Product-Lead C.1-C.11
  roadmap + v1.6+ follow-on initiatives.

Final verification green: typecheck 0, lint 0 errors, test 1539/1539,
integration 59/59.
