Marc-André Bombeck 47d2071938 fix(ci): wire MAXMIND_LICENSE_KEY into the build workflow and fail fast on missing secret ...

Add a `Fetch GeoLite2 databases` step ahead of the buildx build-push so
the offline GeoLite2-City + GeoLite2-ASN MMDB files land in
`assets/geolite2/` before the Dockerfile COPY at line 78 reads the
directory. The step exports `MAXMIND_LICENSE_KEY` from the repo secrets
and fails the workflow with a clear error when the secret is unset,
matching the Coolify auto-deploy gate shape from v1.4.26 P6-3 so the
missing-secret state can no longer ship as a silent no-op offline tier.
