QA F-M-04 (v1.4.39): the wall-clock-anchored seed planted rows from
`nowMs` backwards, packing 6 000 rows × 15 min = 62.5 days starting
from "right now". Once the route's live-fallback cap is in effect,
the seed slides past the cap as time passes; under the old 90-day
cap the failure threshold was 28 days post-seed. Re-anchor the youngest
row to `nowMs - 30 * 86_400_000` so the seed always lives ~30-92 days
ago regardless of when CI runs the test.
