Subject: [PATCH] ui(buttons): tighten min-h floors on Arztbericht and dismiss
 CTAs

P3-2: pair the Arztbericht hero CTA's explicit h-11 with a min-h-11
floor (and sm:min-h-9 on desktop) so a future className override can
not accidentally re-lift the mobile minimum below the touch-target
contract.

P3-3: drop the dashboard onboarding checklist's sm:min-h-10 (a no-op
against the Button default of h-10) down to sm:min-h-9 to match the
Hinzufuegen menu trigger pattern.
