Subject: [PATCH] a11y(insights): announce loaded assessment via polite live
 region

Mirror the aria-live=polite the loading skeleton already carries onto
the success card so screen readers announce the assessment when it
swaps into the same slot the skeleton occupied. Closes the load to
loaded transition signal flagged in W10 P2-2.
