fix(insights): bump suggested-prompt chip touch target to 36px floor

Chips painted at ~28px tall (px-3 py-1.5 text-xs). On a 375px viewport
the chip strip became a fingertip lottery. Bump to min-h-9 with
px-3.5 py-2 text-[13px] so chips clear the 36px mobile touch baseline
without the type-shrink that triggered the regression.

Fixes Design-HIGH-2.
